When a person acquires a dog, a cost is incurred and someone has to pay. Either the dog's owner is going to have to pay by spending the time, money and effort that are part and parcel of responsible pet ownership, or the other members of the community are going to have to pay as they endure the trauma that is part and parcel of living near an irresponsible dog owner.
